What do the numbers on start worlds mean, such as 0 on Old Earth?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

Start worlds are numbered 0-4 in the base game (Old Earth is 0), and the number links the world to its first-game preset hand and sets who goes first when player order matters (lowest original number, clockwise). In a first game only worlds 1-4 are used with their matching hands.
