Do I draw the Settle bonus card if I choose Settle but place no world?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

No. The Settle bonus card comes only after you actually place and pay for (or conquer) a world, even if skipping the world was deliberate. Terraforming Robots works the same way.
