Does a produce-and-draw world (such as Gem World) draw if a good is already on it?

The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

No. The card is drawn only when a good is actually produced on that world, so a world already holding a good draws nothing, and a good produced on a different world does not trigger it. A good placed when the world is settled also does not trigger it, as with Runaway Robots.
