What is needed for the Prestige Leader start-of-round bonus, and what about ties?

The leader needs at least one prestige and must have the most; tied leaders each get 1 VP at the start of the round (repeating each round until someone pulls ahead), but only a sole leader with prestige on the tile from last round also draws a card. The tile is shifted at the end of each phase.
