Does Prestige on Consume: Trade combine with Consume x2, and does it triple discard powers?

No. A Prestige bonus applies to only the one action card it is attached to, so Prestige on Consume: Trade plus a separate Consume x2 does not give x3; you get the greater effect (x2). Powers that discard for VP and cannot be doubled by Consume x2 are not tripled by Prestige either.
