Do my tableau powers apply when another player chooses the phase?
Designer says standard and special powers are the same, and players agree that powers apply whoever chose the phase; no designer post rules on it directly.

Yes — powers apply whenever the phase occurs, whoever chose it, with the exception of Trade ($) powers that need you to have chosen Consume: Trade. Standard and special powers behave the same; the distinction is only how they are printed.
