How do I show I am not developing or settling when there is no blank card?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

Any table convention works: place a card and take it back when everyone reveals, knock, or announce it. The rules require only that the choice is made simultaneously; they do not prescribe a method.
