When are goals checked relative to prestige, and what counts for the Prosperity Leader goal?

Goals are checked after the prestige step at the start of the round, and a Most goal is lost immediately if its condition stops being true (for example when spending prestige). The Prosperity Leader goal counts any Phase IV (Consume) power, not only those consuming goods.
