How do I place a military (red-circle) world?
The rulebook states this in its "III: SETTLE" section.

Either have total Military at least equal to its defense, or use a pay-for-military power such as Contact Specialist (not for Alien military worlds). Military and cards never combine: you either conquer it with military or pay with cards, never a mix.
