When does Interstellar Bank (or another card-draw icon on a Develop card) draw its card, and can I develop it?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

At the start of the Develop phase, before any development is placed, no matter who chose Develop and even if you place nothing. You can then develop the card you just drew. This differs from Public Works, which draws only after you place a development.
