No. It lets you place a second world as part of your Settle powers, after fully resolving the first one, so it is never placed simultaneously with others and each player with it finishes their settle in turn order. You must have placed a first world to place a second, and the second can be a card drawn from the first world's draws. Powers of the first world itself do not help the second (new powers wait until the next phase).
