Discarded, it lets you place a non-military world as a military world. This is not a takeover, so takeover powers do not boost it, and its +1 Military lasts until the end of the phase. Per the card's fine print it cannot be combined with military-to-civilian (pay-for-military) powers. Against a Rebel Cantina, the attacker gets the fleet's +1 and the defender Rebel Pact's defense for that takeover evaluation only.
