When do I discard down to ten cards, and do action cards count?
The rulebook states this in its "ROUND END, CARDS, AND CHIPS" section.

Only once, at the end of the round after all chosen phases are done. Only game cards in hand count toward the limit; action cards do not. You discard nothing if you hold ten or fewer.
