Which earlier expansions do I need for Rebel vs Imperium and The Brink of War?

Rebel vs Imperium works without The Gathering Storm: use its cards and ignore the goals, solitaire counters and drafting variant (the designer's 2010 answer, replacing the 2008 box plan that RvI required The Gathering Storm). The Brink of War cannot be used with the base game alone because it depends on prestige; the designer said in 2010 it requires both earlier expansions, but in 2020 that base + Brink of War + Rebel vs Imperium should work for the regular game even though untested (without the Improved Logistics cards and solo bits).
