Can I discard Doomed World to pay for a second world and then redraw it in the same Settle phase?

Yes, in that order: a card discarded to pay a cost can be redrawn and used within the same phase, for instance to pay for a second world. The reverse order does not work, because a card's powers have no effect in the phase it is placed.
