Is placing a development optional, and do mandatory powers still apply?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

Placing is optional, but you must still use any non-optional Develop powers. An optional power becomes required if it is the only way to place the card you revealed.
