Does the Develop action's cost discount apply to every card I build?
The rulebook states this in its "II: DEVELOP" and "CARD POWERS" sections; the designer post cited was about a software UI.

No — it reduces the cost of the one development you place by one. In the two-player game with two Develop actions you get a discount in each phase. Costs cannot go below zero, so a cost-1 development becomes free and you receive no refund.
