Contact Specialist lets you pay cards for a non-Alien military world at a cost of its defense minus one, and your Military never reduces that cost. Cost discounts such as Replicant Robots and Mining Robots do combine with it, and it also applies the -1 military penalty to you even when you conquer using other means.
