Can Contact Specialist and Colony Ship together settle a military world for free?
The designer (Tom Lehmann) answered this directly on BoardGameGeek, and the rulebook is consistent with it.

- Race for the Galaxy rulebook · Rulebook · III: SETTLE
Yes, for a non-Alien military world: Contact Specialist makes it payable, and discarding Colony Ship brings the cost to zero. Colony Ship can be used only once per Settle phase, while Contact Specialist persists through the phase.
