If a consume power takes "up to" N goods, must I consume as many as I can?

Yes — once you invoke it you must use it to its maximum. That is why order matters: invoking a power that takes up to three goods can use up goods you wanted for another power. Optional ("may") powers such as Deficit Spending can be used partially.
