Three. Ancient Race has you draw six and keep three instead of four. The designer says the penalty was playtested and kept on purpose because the unhandicapped version was too strong. In the expanded start-world setup the extra discard happens at the same time as other start-card decisions (such as Galactic Scavengers' storage), before the first action cards are chosen.
