The rulebook says right-side tiles are discarded.

Tiles on the left side of your player board stay: Monuments, Pharaohs and Niles. Tiles on the right side (Civilizations, Floods, Gods and Gold) are discarded after scoring. Older printings show the same split. Tiles on the auction track are also discarded.
