The publisher said the previous winning disk is always in the pot, so the auction happens.

Yes. A drawn Ra tile or an invoke starts an auction even with no tiles, because the center sun disk is still up for grabs. People use it to upgrade a disk. If all pass after a drawn Ra tile, nothing changes.
