In a 2-player game, which God tiles are in play each round?
The rulebook describes the cycle explicitly.

Only three of the four tiles are available each round. At round end the set-aside tile returns and the next-numbered one is removed, cycling 1, 2, 3, 4, then 1 again. It is not four tiles for the rest of the game.
