Can I use a cargo ship and my Wharf in the same Captain phase?
The rulebook's Harbor example shows a ship being filled and the leftover then sent via the Wharf on a later turn.

Yes, on different shipping turns. You may fill a cargo ship first and use the Wharf later in the phase, even for the same kind of good. The Wharf is not a way to skip your turn: on each turn you ship either to a ship or to the Wharf.
