What happens to colonists left on the ship if every player declines in the Mayor phase?

They are removed from the game. They neither stay on the ship nor go back to the supply, and then the ship is refilled from the supply as normal. This relayed Alea answer replaced an older relayed remark that leftovers stay on the ship.
