Where does the Hospice colonist go, and does it work for the Hacienda tile?

It goes on the plantation or quarry you just took in the Settler phase, not on the Hospice. The Hacienda's extra tile gets no colonist, and if you take no tile you get no colonist. Colonists come from the supply, then from the ship if the supply is empty, otherwise none.
