When do I use the Hacienda in the Settler phase, and must I keep the tile?
The rulebook states this directly, and forum players agree.

Take the Hacienda's extra tile from the top of a face-down stack before your normal face-up pick, and place it on your island immediately. You may not discard it. Taking it is optional.
