Can I resolve the parts of my turn (buying windows, taking the tile, bonuses) in any order?

Mostly yes, as long as you finish one step before starting the next and have paid for a benefit before using it. Level I and II technologies cannot be used in the round you gained them, and a reward behind a cost you cannot pay is forfeited. Also, you can resolve a tile's effects in any order, for example a plaza reward before or after a Cathedral move.
