Can a Level IV 'perform any action' technology give an extra action, and how does the double-arrow Level III work?

Level IV performs one of the six actions once, outside the wheel and not counted as the bought extra. The double-arrow Level III reads as one one-time move up on either track, though one reply reads it as two moves.
