How many cities end a two-player game?
The current rulebook states 18 cities; the designer recommended the Trust rules for older copies.

In the current Against the Trust rules the game ends after Phase 4 when a player has 18 or more cities; the Trust can't win. The old plain two-player game used three regions and was played to 21 cities, i.e. until all cities were taken. Edition difference: the designer recommends the newer rules with the older game.
