After a human buys a plant (or the first player opts out), the Trust takes the highest plant in the current market for free. If it already has three plants it only swaps for a higher-numbered plant. In Step 3 the biggest plant is taken. It then takes the fuel needed to run every plant each round and never stores resources; plants needing no fuel take nothing.
