Can Step 3 start before Step 2 ever happens?
The rulebook explicitly describes performing the Step 2 changes first.

Yes. If the Step 3 card turns up before anyone reaches the Step 2 city count, do the Step 2 changes first and then continue straight to the Step 3 changes. Some older replies said Step 2 is skipped altogether; the current rulebook says to apply the Step 2 changes first. Edition difference.
