Does each player own a region, or must they start in the region they picked?
The rulebook says the playing zone is shared by all players and the color separation only matters for choosing it.

No — the colored regions only decide which part of the map is in play. After that the zone belongs to everyone, and any player may start in any open city of any region in play, even one where others already have houses.
