The publisher confirmed the lower starting garbage price is intended, and it matches the current rulebook table.

Under the Recharged rules, garbage starts filled from space 6 (spaces 6 to 8). Earlier printings started garbage at 7. The publisher confirmed the 6 is intentional for the base game, while expansion maps keep the starting resources printed in their own rules. Edition difference: older rulebooks say 7.
