How is player order set in the first round?
The rulebook describes the one-time re-determination at the end of the first auction phase.

It is random at the start. Because everyone must buy a plant in round 1, the order is determined again once, at the end of the auction phase, using the normal rule (most cities, then biggest plant). Since nobody has cities yet, the buyer of the highest-numbered plant goes first for the rest of that round. After that, order is only recalculated in Phase 1.
