What is the difference between passing during bidding and opting out of the auction phase?
The rulebook separates passing in an auction from passing on the choice to start one.

Passing in a bidding round only takes you out of that one auction; you may bid on or open later auctions. Declining to start an auction (opting out) means you buy no plant this round and cannot bid in later auctions of that phase. Winning a plant also ends your participation for the round.
