After a player reaches the end-game city count, do the other players still get to build?
The rulebook says the game ends right after Phase 4, and allows building past the number.

Yes. Phase 4 is completed, so every player who has not yet taken their building turn still builds, in reverse player order. Players who already built earlier in the phase do not get another turn. Cities beyond the trigger count are allowed and may help you win.
