How do I use the New Power Plants deck with expansion maps that name specific plant numbers?
Use the official 2F-Spiele variant rules for the new plants. Where a map names a specific plant number, the variant document gives the closest equivalent in the new deck, and the publisher published these rules covering all released maps.
