Can I build in both halves of a double city such as London?
The publisher confirmed double cities are two cities joined at zero cost, matching the rulebook.

Yes. A metropolis (double city) is two cities joined by a zero-cost connection, so you may have one house in each half but never two in the same half. The 2F publisher confirmed this for London and for all the double cities.
