Can I build several cities in a zero-cost cluster such as Seoul on the same turn?
The publisher confirmed this directly.

Yes. Cities joined at zero cost are separate cities, and nothing limits building in more than one on a turn. The publisher confirmed this, noting the base game already has zero-cost links.
