How is the power plant deck and starting market set up, and where does the Step 3 card go?
The current rulebook spells out the setup; the older fixed setup is described only in older forum posts.

Under the current rules, shuffle the plug-back plants (03 to 15), draw 8 face up, sort them, and put the four lowest in the current market and the four highest in the future market. Set one more plug-back card aside face down. Set the Step 3 card aside, make the setup removals, and shuffle all remaining plant cards (plug-back and socket-back) into one face-down stack. Put the Step 3 card under that stack, then put the set-aside plug-back card on top. Earlier printings differ: the old rules fixed plants 03 to 10 as the starting market and always put plant 13 on top of the deck, so plant 13 was then always the first plant to appear.
