What does my first city cost, and must I build in the first round?
The rulebook gives the starting-city cost and says building can wait.

Your first house costs 10 Elektro and has no connection cost, and it can go in any empty city in the playing zone. You do not have to build in round 1; you may start later, for example to influence player order, but you earn only the 10 Elektro minimum while you have no cities.
