How often does Fabled card 4 remove a plant?
The publisher gave a worked example and the designer confirmed the replacement.

While the card is active, at most once per Phase 2: the first time a player declines to pick a plant, remove the lowest plant, and continue without triggering it again that phase. The designer notes the normal replacement rules still apply, so the market is refilled.
