How are ties broken at the end of the game?
The publisher stated money breaks ties; the extra tie-break comes only from older English-language posts.

The player with the most money left wins. The current rulebook has no further tie-break, so a tie on cities powered and money is a shared result. Edition difference: some older English rule printings and forum answers gave a second tie-break of most cities connected before money; the current rulebook does not.
