In Step 2 or 3, what does it cost to build in a city nobody has built in yet?
The rulebook says a player may still place a first house for 10 in an empty city in Steps 2 and 3.

Still 10 Elektro plus the connection cost. You always take the cheapest open house space, so an empty city costs 10 even in later Steps; the 15 and 20 prices apply only to the second and third house.
