What is the Default Starting Cities rule and how does it work?

It is an optional rule for experienced players. After choosing the zone and player order, each player in turn picks a future starting city and marks it with an uranium token. When you first build, your starting house must go on one of the marked cities (not necessarily the one you picked) and you swap the token for your house. In Step 1 nobody can connect to the marked cities except as starting cities. It applies whenever you build your first city, so it only matters after round 1 if someone delays starting.
