Can I buy or use a nuclear plant on the Benelux/Central Europe map if my cities are in nuclear-free areas?
You cannot bid on or buy a nuclear plant while your whole network is in nuclear-free areas, so a player with no cities yet cannot buy one either. Once you have a city in an area that allows nuclear, you may buy one, and an owned nuclear plant can then power any of your cities, including those in nuclear-free areas. This is the community reading of the map rule.
