A Jester pays one coin when it is your time to take cards and the harbor is empty, whether or not you are the active player, and also when a turn has no Trade and Hire phase because the active player busted. The coin is not paid if cards remain but you cannot afford any, and not if your own earlier pick emptied the harbor.
