Does "count out" in setup mean keep that many of each vegetable?
The rulebook's setup table states the numbers per player count.

Yes — "count out" means you keep the listed number of each veggie for the game (e.g. 6 of each at two players, 9 at three) and return the rest to the box without looking at the point sides. At 4 and 5 players you instead remove cards.
